Vietnam Eyes Massive Casino Resort Project
Vietnam, historically averse to gambling, is now considering venturing into the industry as neighboring Thailand emerges as a major player in the region. In a bid to boost tourism and economic growth, Vietnamese lawmakers are contemplating the establishment of a large-scale casino resort.
Van Don Casino Project
The Ministry of Finance has submitted a proposal to the Prime Minister for the construction of the Van Don casino project in the Van Don district of Quang Ninh province. This ambitious project is set to cover an area of approximately 244 hectares with an estimated cost of $2.2 billion. If approved, the casino must be completed within nine years and will operate for a maximum of 70 years.
The resort is planned to be open to both tourists and locals, with the Ministry of Finance proposing a pilot program to allow locals to gamble under certain regulations. This move aims to ensure the sustainability and success of the resort by not solely relying on foreign visitors.
Government Recommendations
In line with MGM Resorts’ advice to Thailand, the Ministry of Finance in Vietnam is also recommending competitive casino tax rates and enabling local participation. They have suggested that the People’s Committee in Quang Ninh province select an investor for the casino resort based on local laws and requirements. The chosen investor would be required to contribute around $296 million towards the development, with the remainder financed through loans.
