Warner Bros. Discovery (WBD) recently made the decision to abandon its ambitious $8.5 billion plan to build a movie studio in Las Vegas. This development comes after the backers of a film tax credit bill shifted their focus to support a smaller studio instead.
WBD’s Initial Plan and the Film Tax Credit Bill
Back in August 2024, WBD had announced its intention to invest $8.5 billion in leasing and operating a movie studio in Nevada. However, this plan was contingent on the approval of a film tax credit incentive bill that had previously failed to pass into law.
The bill, known as SB 496, was rejected in June 2023, which hindered efforts to diversify the economy in Southern Nevada and allocate more resources to workforce development. In an attempt to address this, the bill was reintroduced as SB 220, which aims to support the Nevada Film Infrastructure, Workforce Development, Education, and Economic Diversification.
This new bill proposes offering $100 million in annual transferable film tax credits for a duration of 15 years. Despite WBD’s optimism about their potential impact in Nevada, the company opted to forego its original plans, leading to Manhattan Beach Studios being identified as the new beneficiary.
Manhattan Beach Studios Steps In
Senator Roberta Lange emphasized Manhattan Beach Studios’ commitment to bolstering Nevada’s movie industry. In contrast, Warner Bros. decided to reassess its strategy and plans for the future. The company had initially pledged to invest $900 million in studio construction and $8.5 billion in production expenditures over a period of 17 years.
Following Bircher Development’s withdrawal from the project earlier this year, WBD remained resolute in its goal to establish the studio, even if it meant collaborating with a different developer. However, Bircher is now set to partner with Manhattan Beach Studios for the new facility’s construction, pending the approval of SB 220.
Sony’s Involvement in Nevada’s Film Industry
Warner Bros. and Manhattan Beach Studios are not the only major players eyeing Las Vegas for film production. Sony, another prominent entertainment company, is also seeking to capitalize on tax credits by proposing a $1.8 billion studio project in Nevada.
The Clark County Zoning Commission has endorsed Sony’s plan, which involves a collaboration with Howard Hughes Corporation, the land parcel owner. Under Assembly Bill 238, Sony could receive up to $105 million in tax credits annually for 15 years, with a commitment to invest a minimum of $400 million in the state.
Furthermore, AB 238 stipulates that Sony must shoot at least half of every film using the Nevada studio and complete each production within a maximum timeframe of 18 months.
